This is the spring steel clip which holds the wheel trim to the wheel ( 3 per wheel trim). Over time they get rusted and lose their tension allowing the wheel trim to come off too easily.

If you are having trouble with losing wheel trims, these are simply riveted to the wheel trim and replacing yours with new ones should fix the problem (unless your roads are really bad!)
